Minority Politics within the Europe of Regions

The ECPR Standing Group on Federalism and Regionalism, together with the Sapientia Hungarian University of Transylvania and the Romanian Institute for Research on National Minorities (ISPMN), will organize an international conference entitled ‘Minority Politics within the Europe of Regions’ on 17-20 June 2010.

Within the European space, issues related to ethno-regionalism and the legal status of national and ethnic minorities are covered by several models, such as federalization, self-rule and autonomy. In the recent decade these models and their consequences influencing European architecture have been widely studied in all sorts of theoretical and empirical frameworks. After the expansion of the EU with the Central and Eastern European countries in 2004 and 2007, and with the coming integration of the Western Balkans and possibly other states from Eastern Europe, there has been a proliferation of multi-ethnic regions and national and ethnic minority cases within or in the close vicinity of the Union. Researchers and speakers from a broad spectrum of scientific disciplines, including social and political sciences, history, linguistics, law, economy and area studies will be invited to present empirical and theoretical studies on the minority issue in the European space. The organizers will especially welcome studies on ethno-regionalist politics, as well as on institutional arrangements and policies concerning national and ethnic minorities in the new Member States and the Eastern parts of Europe.

The organizers will select 30 papers for presentation in the following four panels:

(1) Ethno-regionalism in Europe – where the history of ethno-regionalism in the old Member States of the Union and the present state of affairs will be discussed
(2) Models of self-rule and autonomy with respect to national, ethnic and linguistic minorities in the Union: this panel will address the institutional solutions and rights benefiting minorities in old and new Member States and the solutions that are provided form by the Union’s transnational structure.
(3) The historical and the present status of national and ethnic minorities in Central and Eastern Europe – focusing on the historical, social and economic and linguistic aspects of minorities’ situation
(4) Minority regimes at work – the implementation and the practical consequences of the policies concerning national and ethnic minorities in Central and Eastern Europe.

The official language of the conference is English. In the case of papers presented in other languages (e.g. Hungarian, Romanian) simultaneous translation will be available.

Participants whose abstracts have been selected are expected to cover travelling expenses only, the organizers will provide for food and accommodation. Cluj-Napoca has excellent infrastructural facilities, such as an international airport that can also be reached by low budget airlines.

An increasingly complex array of actors are involved in today’s regional development agendas. They range from private firms and labour organisations to government and non-government institutions. Despite the growing awareness in the public and academic domains of the multi-actor nature of regional development, we still often struggle to fully comprehend the mutually interactive strategies and practices which cut across
regions and countries. In light of recent upheavals in the global economic and financial system, such an understanding will be critical to future studies of regional development.

Indeed this interest in actors, institutions and organisations in regional development needs to be properly grounded in the wider contexts of global change in economic imperatives, transnational working and cooperation and environmental concerns. 2nd International Conference "Vallis Aurea"

European integration process has given rise to institutional, economic, political and cultural cooperation among countries as well as their integration in a single economic system. At the same time efforts are made to preserve national identity of the member countries as well as their regional diversity. Recognition of the diversity of regions, their distinct characteristics and comparative advantages in a unified Europe is of utmost importance for the accession of the Republic of Croatia to the European Union.

The tourism has been recognized as a strategic strongpoint in the Adriatic part of Croatia, whereas the Panonnian region of Croatia does not have a clear vision of that. It is therefore vital to explore and determine the underlying guidelines for the development. Since they have always been connected with the practical side of life, the polytechnics are the institutions responsible for the future development. In the last twelve years since the establishment of the Polytechnic in Pozega, the development has been focusing on education and the application of knowledge in practice, which has distinguished the Polytechnic as an initiator and an actual development factor.

In order to achieve this objective, the organisation of the 2nd International Conference entitled “Vallis Aurea” is underway. It will serve as a permanent platform for an interdisciplinary approach to resolving issues pertaining to regional development. It covers various areas ranging from theory to practical application and continued promotion based on inventiveness and regional particularities.

Official conference language is Croatian and English.

Regional development and territorial cooperation in Central and Eastern Europe in the context of the COR White Paper on Multi-level governance

Regional development is the main challenge for the states from the area of Central and Eastern Europe after their accession to the European Union and territorial cooperation is an efficient means for the harmonious and balanced integration of the EU’s territories, with a view to modernize the regions lacking economic and social development.

With the major goal of promoting economic, social and territorial cohesion, the EU’s economic development policy supports the efforts by each Member State of mitigating the interregional disparities through transfers of financial resources to the backward regions. Multi-level governance engages, at the highest level, the participation of the regional and local authorities to the elaboration and implementation of the development programs and plans; hence, the initiative of the Committee of the Regions to open up a large debate forum on the subject of the involvement of the subnational authorities was well received by the entire spectrum of stakeholders, from the regional and local levels to the business community, civil society and academic field.

Our proposals, expressed on the CoR’s debate forum, were intended not only for the increase in the quality of community legislation through a more consistent participation of the CoR and the promotion of crossborder and international cooperation, aimed at developing and enhancing territorial cohesion; they were also directed towards the adoption of new procedures aimed at enhancing the participation of the regional and local authorities in the decision-making process.

It is in this context that the International Conference „Regional Development and Territorial Cooperation in Central and Eastern Europe in the context of the CoR White Paper on Multilevel Governance” is held and welcome by the University of Oradea, Babes-Bolyai University Cluj-Napoca and the National School for Political and Administrative Studies Bucharest, under the auspices of the European Commission, Committee of the Regions, EACEA Jean Monnet Action and the Romanian Ministry for Regional Development and Tourism. The conference is co-organized by the Institute for Euroregional Studies Oradea-Debrecen and The Altiero Spinelli Centre for the Study of European Governance Cluj-Napoca within the activity programmes of the Jean Monnet Centre of Excellence (University of Oradea) and Jean Monnet Chair Governance and Community Policies (Babes-Bolyai University Cluj-Napoca).

This conference proposes to bring together, by means of the interesting topic put forward, high representatives of the European institutions (EACEA, CoR, IIAS), academic staff, academic researchers, representatives of the central and subnational authorities, professionals and civil society representatives, in order to explore new ways of contributing to the increase in the participation of subnational and private stakeholders in the public policies of the EU.

Termőföldpiac és földértékelés - Az Ingatlanszakmai Tudományos Műhely második találkozója

Az FTTK keretein belül megalakult Ingatlanszakmai Tudományos Műhely 2010. április 2-án tartja második találkozóját, melyen a „Termőföldpiac és földértékelés" aktuális kérdéskörét járják körbe az érdeklődők.

A Monarchia kamaráinak kongresszusa: Gazdaságfejlesztés Közép-Európában

A volt Osztrák-Magyar Monarchia idejében alapították 1850-től kezdve azokat a kereskedelmi és iparkamarákat, amelyek több átszervezéssel ugyan, de a mai napig a Közép-európai térség legerősebb gazdasági önszerveződései. Státuszukban a globalizáció folyamata, és a sajátos Közép-európai politikai viszonyok miatt országonként különbözően változások történtek (megtalálható a lengyel egyesületi kamaráktól az osztrák, olasz és horvát automatikus tagságú köztestületekig a teljes működési skála), ennek ellenére a helyi gazdaság, vállalkozás és üzletfejlesztés leghatékonyabb szervezeti rendszerét képezik a mai napig.

Ezek a kamarák többségükben büszkén vallják magukénak jogelődeiket, vállalják a teljes kontinuitást. Szinte mindegyik, a nemzeti kamarája mellett részt vesz nemzetközi kamarai szervezetek munkájában, elsősorban az Eurochambres-ben és az ICC-ben, de a mediterrán, vagy az Alpok-Adria kamarai együttműködésektől az eurorégiókig. Több ponton dolgoznak együtt más nemzetközi szervezetekben is. 2005-ben a Krakkói Kereskedelmi és Iparkamara vetette fel a monarchiás alapítású kamarák közös rendezvényének gondolatát.

A közép-európai térség országai mind szoros Nyugat-európai kereskedelmi kapcsolatokat ápolnak, de egymás közötti forgalmuk nemhogy a Monarchia ideit, de még a szomszédos államok esetében megszokott mértéket sem éri el, nem ritkán a teljes kereskedelmi forgalom 2-3 %-a alatt marad. Ennél fogva, az egyoldalú kereskedelem révén egyre keményebb konkurensek Nyugaton, míg nem használják ki egymás piacainak lehetőségét. Pedig az újrafejlesztett infrastruktúrák jórészt reprodukálják a Monarchia belső gazdaságát összekötő közlekedési hálózatot is.

A Pécs 2010. Európa Kulturális Fővárosa projekt megadja azt a hátteret, amellyel a kongresszus sikeres lehet. Érdemes lenne a résztvevőknek átgondolni az éves/kétéves vándorrendezvény elindítását is, amelyet jelentős üzleti találkozókkal, majd közös kamarai uniós pályázati projektekkel lehetne kiegészíteni. A hálózatok korában pedig a Közép-európai kamarai háló lehetőséget adna a kereskedelmi kapcsolatok érdemi diverzifikálására.

Ezért invitáljuk Önöket 2010. szeptember 9-12. között Pécsre.

Fővédnöki köszöntő

Itt az ideje évszázadokra visszanyúló gazdasági és kulturális kapcsolataink kölcsönös előnyökre váltásának.

A közeljövő nehézségeinek leküzdésében mindennél nagyobb jelentősége lesz a bizalom újraalapozásának, a hosszú távú együttműködés előnyeibe vetett hit igazolásának. A magától értetődő verseny, a piacvezető pozícióra törekvés – még ha ma úgy tűnik is – valójában nem ellentétes a tisztességes magatartással.

A Kamarák kezdettől fogva ezt az ügyet, a biztonságos kereskedést, a méltányos és kölcsönösen előnyös üzlet intézményes előmozdítását szolgálták. A Monarchia idején pedig különösen kiemelkedő sikereket értek el térségünk gazdasági kapcsolatainak, munkamegosztásának fejlesztésében.

A Kelet-európai rendszerváltások után kialakult sokszínű kamarai rendszer ugyan eltérő jogi alapon, de hasonló ambíciókat táplál. Ezeket nem csak kötelességünk, hanem ma jól felfogott érdekünk is erősíteni és bátorítani!

A globalizáció válságba torkolló, robbanásszerű kiterjedését csakis lokális gazdasági kapcsolataink és intézményeink fejlesztésével – a saját erőforrásaink fölötti ellenőrzés visszaszerzésével – tudjuk ellensúlyozni. Ebben kell segítenünk egymást, közös tradícióink legnemesebb hagyományaira, és köztük kamaráink képességeire is támaszkodva.

A Monarchia Kamaráinak Kongresszusa fővédnökeként szeretettel várom Önöket Pécsett 2010-ben, Európa Kulturális Fővárosában. Helyezzük a fenntarthatóság alapjaira együttműködésünket!
